About this Job

To support the Ministry of Health and relevant health authorities in Ukraine with the aim of developing strategies and actions towards prevention, diagnosis, treatment and care of HIV/AIDS, Hepatitis and Tuberculosis, and more specifically drug resistant Tuberculosis, in the context of strengthening communicable disease prevention and control and health system. -Support WHO’s interventions in the country in those areas. Provide input to WHO’s work in other countries as needed and contribute to the work undertaken at the regional level.

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

Summary of Assigned Duties:

To -support the Ministry of Health and relevant health authorities in Ukraine with the aim of developing strategies and actions towards prevention, diagnosis, treatment and care of HIV/AIDS, Hepatitis and Tuberculosis, and more specifically drug resistant Tuberculosis, in the context of strengthening communicable disease prevention and control and health system. -Support WHO’s interventions in the country in those areas. Provide input to WHO’s work in other countries as needed and contribute to the work undertaken at the regional level.
 
Under the supervision of the Senior Advisor and WHO Representative and with guidance from the Division of Country Health Programme, Joint Infections Diseases, the incumbent will assume the following responsibilities:
(i) Support policy dialogue with the Member State in people centered care for TB, HIV and viral Hepatitis and supports the Ministry of Health in development of national policies, strategies and plans of action within the area of TB, HIV and viral hepatitis, in line with the strategies and programme priorities established at global, regional and national level; 
(ii) coordinates and communicates the technical assistance needs in a timely, transparent and efficient manner. This includes communication with both internal and external stakeholders. Plans and prepares regular virtual conferences, face to face meetings and follow-up on action points discussed. Participates in preparation of visits of relevant WHO staff to the country through development of mission agenda, communication with national and international stakeholders and others as required;
(iii) Provides expert advice to the Member State in TB, HIV and viral hepatitis;
(iv) Organizes tailored capacity building activities for national and, if appropriate, subnational stakeholders  and health managers in the country; 
(v) Supports in preparation of work-plans and budgets for WHO technical activities based on technical assistance needs in the country within the area of TB, HIV and viral hepatitis; develops and prepares technical and financial reports and other relevant documents; 
(vi) Initiates and/or participates in the design and implementation of operational research studies and assists the Member State to translate the findings for evidence based policy development;
The incumbent will raise awareness on the importance of incorporating a human rights and gender equality perspective in policies, workshops, activities (as appropriate). 
(vii) Performs other duties in the scope of the assignment as requested.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: Advanced university degree in medicine and/or public health.
 
Desirable: Post-graduate training in the field of HIV/AIDS, TB and M/XDR-TB. 
 

Experience

Essential: At least -seven years’ experience in health policy and public health work in communicable diseases including HIV/AIDS and tuberculosis, of which at least 3 years at international level. - practical experience in implementing - on prevention and control of drug resistant tuberculosis OR HIV/AIDS prevention and care in WHO European Region and/or in middle income countries.
 
Desirable:    Experience in the management of public health projects in WHO European Region. Experience in raising funds and managing donors.

Essential: Fluent in comprehending, writing and speaking English.
 
Desirable: Working knowledge of Ukrainian or WHO official languages.
 
Other Skills (e.g. IT):
Knowledge of Epi info, knowledge of standard text, spreadsheet and presentation software applications required.
