About this job 

In close collaboration with the Ministry of Education, Youth and Sports, line ministries and various stakeholders, UNESCO has been advancing the Education 2030 / SDG 4 agenda by supporting institutional and professional technical capacity development through sector-wide education policy advice, planning and coordination of the guiding national education framework, the Education Strategic Plan (ESP) 2019-2023. 


UNESCO is working with the MoEYS and other partner agencies in implementing Cambodia’s Education for Sustainable Development 2030 country initiative and supports teacher training and teacher reform to enhance the capacity of teachers and quality of education as well as the development, implementation and monitoring of the national Lifelong Learning Policy to improve literacy rates, skills and basic education with a focus on factory workers, out-of-school youth and working adults. 


As part of UN Joint Programme, UNESCO’s Project titled Decent Employment for Youth in Cambodia (DEY) Phase-II, comprising of four UN agencies – UNESCO, ILO, UNICEF and UNIDO – aims to support young women and men in Cambodia to increasingly obtain decent and productive employment opportunities by ensuring they are better able to meet labour market demand and are prepared for quality employment. 


As part of the DEY Project, the ICT-Based Basic Education Equivalency Programme (BEEP) has become the flagship collaborative initiative between the Ministry of Education, Youth and Sport (MoEYS), Ministry of Labour and Vocational Training (MLVT), with the technical assistance from UNESCO, to expand access to basic education for youth, to tackle the high drop-out rate from lower secondary education in Cambodia.


To address adult illiteracy among marginalized populations, UNESCO has been supporting MoEYS implement a targeted literacy initiative for workers in factories through the Factory Literacy Programme (FLP). It provides a literacy package especially targeted towards these women and equips learners with functional literacy and life skills to help them cope with the day-to-day challenges of urban life. 

Learners who pass the course’s final exam are provided with a certificate of literacy completion by their respective Provincial Office of Education, Youth and Sport (PoEYS) that is recognized by MoEYS as equivalent to Grade 4 (level 1 completion) and grade 6 (level 2 completion) of formal education. In partnership with the Garment Manufacturers Association of Cambodia (GMAC), FLP directly supports the professional development of the literacy programme learners through reskilling and Upskilling programme which is the next step for students who have acquired basic functional literacy skills.
 

Scope of the assignment 


Under the overall authority of the UNESCO Representative to Cambodia and Head of Office, under the supervision of the Chief of Education, and the DEY Programme Manager, and in consultation with DEY team, the relevant technical Departments of the MoEYS and MLVT, the Education Analyst will provide support for the following:


Provide technical assistance to support to design project activities, monitor progress, and draft progress reports for ongoing education initiatives, such DEY, Basic Education Equivalency Programme (BEEP), Factory Literacy Programme (FLP), NFE and others.


Assist the Chief of Education Unit to draft high-quality project proposals for the expansion of current projects and the development of new education project initiatives that address priority needs and gaps and capitalize on partnerships for sources of funding. Provide research and analytical support for developing new projects as well as monitoring & evaluation of ongoing projects, such as data collection tools, quantitative and qualitative analysis of data and indicators, including analysis of data related to education financing.


Draft policy briefs on key issues related to education priorities in the country based on the review of academic and policy literature and basic analysis of data and indicators.


Support the programme team to identify, maintain and strengthen strategic partnerships, including with Development Partners, the private sector, education institutes, factories, and NGOs.


Assist with knowledge management and Monitoring and Evaluation (M&E) activities, including monitoring project data, maintaining M&E worksheets, and database management.


Assist implementing the Education Unit communications strategy to promote the visibility of education programmes and showcase key results achieved. This involves producing communications, advocacy, and promotional materials, identifying target audiences and key messages, creating content for social media platforms, updating programme branding and writing human interest stories. Oversee the production of materials from the creative concept to the final product, placement, and dissemination, monitoring, and reporting under the guidance of the communications lead in the education unit.


Provide technical assistance in editing documents for internal and external official communications as well as preparing program presentations and meeting reports. Prepare high-quality reports, overseeing the editing, layout, and design (including photo, graphs, and charts) of programme implementation.


Carry out any other tasks assigned by the Chief of Education and DEY Programme Manager to facilitate the implementation of programme activities.


REQUIRED QUALIFICATIONS


Education: Advanced university degree (Masters or equivalent degree) in education, public policy, international studies, social sciences, or closely related field(s).


Work experience: At least 3 years of relevant working experience in the field of education and international development with a focus on, project implementation, policy and analysis building strategic partnerships, monitoring and evaluation, visibility and communication or related fields.


Competencies and skills: 
  • Excellent strategic, analytical, reporting and communications skills; 
  • Excellent coordination and networking skills; 
  • Basic computer skills, including MS word and excel. Experience using multimedia and design software is desirable;
  • Ability to interact with people at various professional levels, including counterparts in government, and from diverse backgrounds; 
  • Languages: Excellent written and spoken English is mandatory.
