External and internal scholarships play an important role in helping the Sultanate grow economically. The Oman Government wants students to study subjects that are needed in the local job market. One way to do this is by providing internal and external scholarships that allow students to study in higher education institutions, both inside and outside Oman. These scholarships support students at different levels of study. The goal is to train graduates who have strong skills in their main subjects, as well as general abilities that employers look for, like thinking critically, solving problems, working in a team, and communicating well.

The Ministry of Higher Education’s Directorate-General of Scholarships has four departments: the Internal Scholarship Department, the External Undergraduate Scholarship Department, the External Postgraduate Scholarship Department, and the Higher Education Services. The Department of Graduate Studies is one of the departments under the Directorate General for missions. 

It has three divisions: the Division of Arab States, the Department of Foreign Countries, and the Department of Study in the Sultanate. The main responsibilities of the department are to help create policies and plans for graduate studies that meet the needs of the Sultanate for highly skilled professionals in science and the arts. They also help identify universities and higher education institutions around the world that students can join to continue their studies. The department supports students who want to do field research in the Sultanate, working with the appropriate authorities. They also directly supervise the progress of students studying abroad, in coordination with the Sultanate's Cultural Missions or embassies. The department organizes the registration process for students studying abroad through an affiliation system. They also make recommendations to the Committee on Missions about matters related to the state's expenses, such as extending missions, spare change, specialization, universities, or countries of study. 

The terms of reference for the Arab and Foreign Countries sections are similar in procedures and actions. These sections deal with students who want to continue their higher studies in various countries, whether on scholarships provided by the state or at their own cost. The department opens files for these students after completing the necessary procedures and accepts the institution they will join, then follows up on their studies. They also coordinate with cultural attaches or officials at the Sultanate's embassies to support these students. The department works with embassies in other countries to help students get visas for their study abroad. They also maintain full coordination with different ministries, government institutions, and private sector organizations to assist employees who want to study outside the Sultanate.

Requirement

When applying to finish graduate studies, whether in person (for non-employees) or through your employer (for employees) in both public and private sectors, you must include the following documents: 

If you are nominated for a master's program, you need to provide these documents: 

  • Completed graduate student form, equation form, and a commitment letter from the Ministry's website.
  • A copy of your high school diploma.
  • A BA certificate and transcript, provided that these documents are certified by the relevant authorities in your country and also by the Embassy of the Sultanate in your country, if issued outside the Sultanate.
  • A copy of your ID card and passport.
  • Two passport-sized photos.
  • For PhD nominations, you must also provide the documents listed above, plus your master's degree and transcript, and a copy of your thesis if you plan to study in Arab countries.
  • These documents must be certified if issued outside the Sultanate, as mentioned before
  • In addition to the documents listed in point 1, you must also include the documents needed to accept the graduate program from the university you wish to attend, whether in Arab or foreign countries.
  • These candidates can also be accepted through the international information network (Internet) or through education services offices approved by the Ministry.
  • The acceptance must be issued by the university you are recommended by the Ministry, and it must be issued in the same academic year as the scholarship you received.

  • For students receiving scholarships to study at the state’s expense, if they want to extend their stay, shorten it, change universities, fields of study, or countries, they must request this through the Chamber via cultural attachés or embassies abroad, along with the opinion of the Sultanate’s academic supervisor.
  • The application mentioned in point 4 should be submitted a sufficient time in advance (at least two months) to the Committee on Missions, which will consider such requests according to the law on missions, scholarships, and study grants.
