Duties
This position reports
to the NASA Associate Administrator. The Associate Administrator, Science
Mission Directorate:
- Leads overall research and scientific discovery
on international and national levels on behalf of the United States and NASA.
- Partners with governmental, congressional,
international, national, academia, and industry stakeholders to drive and
enable scientific research and discovery. Leads and actively engages with
stakeholders to deepen scientific understanding of our planet, other planets
and solar system bodies, the interplanetary environment, the Sun and its
effects on the solar system, and the universe beyond.
- Sets the strategic direction that further
advances NASA's missions and enables scientific research and discovery. Leads,
directs, manages, and evaluates a portfolio of research and science programs
that enable research and scientific discovery across multiple scientific
disciplines, including Earth Science, Planetary Science, Biological/Physical
Sciences, Heliophysics, and Astrophysics.
- Formulates, directs, and manages a budget and
portfolio of approximately $8 billion and directs a blended workforce of 400+
civil servants and support service contractors and supports tens of thousands
of community members nationally.
- Fosters and continually drives a culture of
engagement, diversity, inclusiveness, excellence, and innovation within and
outside of NASA. Champions the Agency's commitment to Diversity, Equity,
Inclusion, and Accessibility (DEIA) and creates an environment and culture that
promotes and enables the Agency's commitment to Safety, Inclusion, Integrity,
Teamwork, and Excellence.
- Through partnerships with government, for profit
and not-for-profit partners, actively and aggressively translates science discoveries
in Earth Science, and across the Science Mission Directorate towards protecting
and improving life on Earth and in space as well as other benefits to humanity.
- Leads the overall planning, direction, and
effective management of NASA programs concerned with the scientific exploration
of the Earth, Moon, Mars and beyond, including charting the best route of
discovery and reaping the benefits of Earth and space exploration for society.
- Manages and sponsors innovative research
programs, flight missions, advanced technology development, and related
activities required to: expand our understanding of the Earth and the Sun, and
the Sun's effect on the solar system environments; explore the solar system
with robots to study its origins and evolution including the origins of life
within it, bringing the lessons of our study of Earth to the exploration of the
solar system and vice versa; and explore the universe from the search for
planets and life in other solar systems to the origin, evolution, and destiny
of the universe itself.
- Plans, directs, executes, and evaluates
programs, projects and research activities required to respond to national
needs in scientific exploration endeavors. Formulates and implements Science
Mission strategies as part of an implementation of the NASA Strategic Plan.
- Serves as a key member in providing
recommendations and decisions on Agency councils, Program Reviews, Flight
Readiness Reviews, etc.

- The individual selected will be required
to file an 'Executive Branch Personnel Financial Disclosure Report'
(OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service
(SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a
background investigation commensurate with the risk and sensitivity level
of the position.
- Successful completion of
pre-employment and random drug testing may be required.
- Must meet
qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to
perform the duties described above as demonstrated by progressively responsible
supervisory/leadership experience, normally obtained over several years by
serving in positions at the GS-15 level or equivalent.
To meet the minimum qualification requirements for this position, you MUST address
each Executive Core Qualification (ECQ) and Mandatory Technical Qualification
(MTQ) separately. If you fail to do so, your application will be rated
ineligible. We recommend you provide two (2) examples of relevant experience
for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages;
MTQ responses must not exceed one (1) page per MTQ. Please include your full
name on all documents submitted.
If you are currently serving under a career SES appointment, are eligible for
reinstatement into the SES, or have successfully completed a SES Candidate
Development Program and been certified by Office of Personnel Management (OPM)

current career SES, eligible for reinstatement, or SES CDP certified and year
of certification.

responsible for a portfolio of research and scientific programs that drive
significant scientific discovery efforts.
