Background
The ASEAN Regional Mine Action Center (ARMAC) was created because of a statement made by ASEAN Leaders in 2012. It began operating in 2017. ARMAC has a responsibility and role to be a center of great achievement to support and promote actions to handle explosive materials for ASEAN Member States who are interested. We have noticed that victims of explosive ordnances (EO) need more support and help, so the AMS and ARMAC are working together on a project called "Enhance Victim Assistance Program in the ASEAN Member States" (VA Project). The Government of the Republic of Korea is providing money for the project through the ASEAN-Korea Cooperation Fund (AKCF). You can find information about AKCF on its website: www. aseanrokfundcom
The project has five main goals. One of these goals is to understand what the victims of EO in the affected AMS need so that they can be helped more effectively. The VA project helps with the goals of the ASEAN Political-Security Community Blueprint 2025 section B. 45i "Help spread awareness about the ASEAN Regional Mine Action Center, which aims to research, record, and exchange the most effective methods for dealing with the humanitarian issues caused by landmines and leftover explosives from wars. " and community members. The team is collaborating with these different groups to reach their goals in the ARMAC project.
Responsibility
This task will only concentrate on accomplishing goal 3: evaluate the requirements of the victims of emergency situations in the affected areas for more help. This includes conducting a study on the possibility of providing physical rehabilitation and mental health support to the victims and other individuals with disabilities in the affected areas, such as Lao PDR, Myanmar, Thailand, and Vietnam. The goal is to evaluate and find out what kind of help is missing for people who are going through physical rehabilitation or dealing with mental health issues. We will then give suggestions on how to meet those needs.
This will be done by holding a workshop and going to different countries to assess the situation. ARMAC is working together with the main organization in each country and important groups involved in the area. They are doing this with support from the Republic of Korea to achieve their goal. So, the consultant will work closely with specific institutions to reach their goal.
The consultant will do the tasks they are given while being guided by the VA Project Manager. If needed, they will also receive guidance from the Executive Director on a case-by-case basis.
The consultant needs to complete certain important tasks and responsibilities.
- For the ARMAC-VA Project, lead the preparation, organization, facilitation, and conducting of workshops and assessments in Laos, Myanmar, Thailand, and Vietnam. Each consultant is in charge of their respective country.
- Create appropriate technical information for the mentioned activities.
- Lead and help with the important sessions of the national workshops and field assessments in the mentioned countries.
- Perform visits to different locations, such as focus group meetings, discussions with healthcare professionals and rehabilitation experts, as well as meetings with AMS focal point/institutions and other partners related to the field.
- Develop a strong line of communication with the focal point of the AMS (Anti-Microbial Resistance) program, as well as other medical institutions and partners involved in the implementation of the objective.
- Gather information and study the specific help and support being given to victims from equal opportunities (EO) and people with disabilities (PWD) in the consultant's country.
- Create assessment reports (a brief report and a detailed report) that offer suggestions for medical help to be given to victims of Equal Opportunity (EO) and People With Disabilities (PWD) in the country.
- Create profiles for countries affected by disasters or conflicts and provide assistance to those impacted. Rewrite: This text talks about the situation of helping people who have been victimized, the help they need, and the services available in the countries we are focusing on.
- Create a set of instructions that will help improve support for victims of environmental pollution in the country.
- Create summaries of ideas and write preliminary plans for a program that helps victims of executive order policies.
- We need to plan activities that can be presented to potential donors or partners.
Qualification
- At least 5 years of experience in mental health and providing emotional support or similar fields.
- The ideal candidate should have at least 5 years of experience in reviewing and analyzing institutions, programs, and projects. This experience should be at both national and international levels. It would be advantageous if this experience was related to mine action or development work.
- You need to have at least 5 years of experience in designing, developing, implementing, monitoring and evaluating programs, or managing programs for big organizations.
- Some past experiences and skills in doing research and planning events outside of one's own country/region.
- Computer skills in using popular office programs like Microsoft Word, Excel, and PowerPoint, as well as other similar software, for analyzing data.
- Good English communication skills are needed for this task.
- Good understanding of helping people in need.
- Pillars of Mine Action are the main components of the Mine Action sector. International Mine Action refers to efforts and activities related to addressing the issue of landmines and explosive remnants of war on a global scale. It involves various organizations and initiatives working together to clear mines, provide assistance to affected communities, and promote mine risk education and advocacy.
- Action standards, laws, treaties, conventions, and any other relevant policies and agreements. The idea of working together with nearby countries or other nations in terms of politics and security is helpful, but it's not necessary. Building skills and abilities in these areas can also be beneficial.
- Being able to complete tasks and produce high-quality results on time, even when there is a deadline or time constraint.
- Being aware and respectful of different cultures and the ability to appreciate and accept differences.
